Introduction
Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009 has put forward the requirements for the control of hazardous substances in ships to which the flag state authority, classification society, shipowner, shipyard or ship recycling facility have always expressed great concern and attention. EU’s Ship Recycling Regulation, which entered into force at the end of 2013, further advances the green construction and management proposals from all parties. This regulation requires that: applicable ships shall have the inventory of hazardous materials and certificates; EU-registered ships shall only be recycled through EU-approved ship recycling facilities which have been certified specifically and checked regularly. This regulation applies to all existing and new ships flying the flag of EU, ancillary products, ships flying the flag of non-EU countries calling at a port or anchorage of EU, and ship recycling facilities for dismantling EU ships. In terms of content, the EU’s Ship Recycling Regulation is more demanding than the Hong Kong Convention, and two more hazardous substances i.e. perfluorooctane sulfonic acid and salts (PFOS) and hexabromocyclododecane (HBCDD) are added. This has brought greater operational challenges and new requirements to upstream and downstream enterprises in the domestic shipbuilding, dismantling and ship product supply chain.
