RoHS Directive refers to Directive 2002/95/EC on the Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment. The directive is prepared to limit the use of hazardous substances in electrical and electronic products, promote the environmentally friendly regeneration and final disposal of waste electrical and electronic equipment and protect the human health. RoHS directive has established the limits for the content of six hazardous substances in electrical and electronic equipment put into the EU market after July 1, 2006. The directive also requires the member states to impose the corresponding penalties for violations of the national laws enacted by each country implementing this directive. On June 4, 2015, RoHS 2.0 (Directive (EU) 2015/863) was issued on the Official Journal of the European Union (OJ). According to which, DEHP, BBP, DBP and DIBP were included in Annex II - List of Restricted Substances. So far, there are ten substances under regulatory restriction in Appendix II. This amendment came into effect on July 22, 2019.

Lead (Pb), mercury (Hg), hexavalent chromium (Cr(VI)), bis(2-ethylhexyl) phthalate (DEHP), dibutyl phthalate (DBP), cadmium (Cd), polybrominated biphenyls (PBBs), polybrominated diphenyl ethers (PBDEs), benzyl butyl phthalate (BBP), diisobutyl phthalate (DIBP)

RoHS Limits in Different Countries 

New RoHS Directive (EU) 2015/863

On June 4, 2015, RoHS 2.0 (Directive (EU) 2015/863) was issued on the Official Journal of the European Union (OJ). According to which, DEHP, BBP, DBP and DIBP were included in Annex II - List of Restricted Substances.

The CE marking can be affixed and the Declaration of Conformity can be issued only if the electrical and electronic products subject to CE marking are in compliance with the requirements of Low Voltage Directive (LVD), Electromagnetic Compatibility (EMC) Directive, Energy-related (ErP) Directive and RoHS 2.0 Directive.

◆ In addition, the manufacturers shall also keep the technical documentation for 10 years according to RoHS 2.0;

◆ The scope of controlled products is expanded as follows: Category 8 (medical devices) and Class 9 (monitoring and control instruments), and Class 11 (other electrical and electronic equipment)

◆ Four candidate substances have been added, which may be integrated into the list of restricted substances in the future (hexabromocyclododecane (HBCDD), dimethyl phthalate (2-ethylhexyl) (DEHP), dibutyl phthalate (DBP), butyl benzyl phthalate (BBP)

◆ On June 4, 2015, dimethyl phthalate (2-ethylhexyl) (DEHP) -0.1%; butyl benzyl phthalate (BBP) -0.1%; dibutyl phthalate (DBP) -0.1%; diisobutyl phthalate (DIBP) -0.1% were added into RoHS. After the issuance of this amended directive, member states of EU shall transpose this directive into their national regulations and implement them before December 31, 2016.

Scope of RoHS2.0 directive has been extended to all electrical and electronic equipment (EEE) according to the following timetable:

◆ July 22, 2017 - Industrial monitoring and control instruments

◆ July 22, 2019 - Electrical and electronic equipment outside the scope of original RoHS directive

◆ July 22, 2021 - Medical devices (including the in vitro medical devices) and monitoring and control instruments (including the industrial monitoring and control instruments)
