China Energy Label is implemented by the National Development and Reform Commission and General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China. Management Measures for Energy Efficiency Labeling was jointly issued by National Development and Reform Commission and General Administration of Quality Supervision, Inspection and Quarantine on August 13, 2004 which made clear that the energy label would be officially implemented on March 1, 2005. National Development and Reform Commission, General Administration of Quality Supervision, Inspection and Quarantine and Certification and Accreditation Administration of the People’s Republic of China have so far jointly issued five batches of product catalogs for the implementation of energy label management.

China Energy Label has a blue and white background, with the words "CHINA ENERGY LABEL” on the top, and the back is sticky. The label shall be attached to the front panel. The label consists of the background information column, energy efficiency rating display column and a product-related indicator display column. As a kind of information label, the energy label intuitively indicates the energy efficiency level, energy consumption indicator and other important performance indicators of energy-consuming products. The energy efficiency level is the most important indicator for judging whether the product is energy-saving. The lower the energy efficiency level is, the higher the energy efficiency is, the better the energy-saving effect is and the more power is saved. China energy label composes of levels 1, 2, 3, 4 and 5 of which Level 1 means that the product has reached the international advanced level with the most energy-saving performance, i.e. the lowest energy consumption; Level 2 means more energy-saving; Level 3 means that the energy efficiency of product is the average level in Chinese market; Level 4 means that the energy efficiency of the product is lower than the market average level; Level 5 is the market access indicator, and products below the required level shall not be produced or sold. To popularize the awareness of energy saving and efficiency among various consumer groups, the energy efficiency rating display column visually indicates the energy efficiency rating information at three forms: first, the text "low, medium and high energy consumptions"; second, number "1, 2, 3, 4 and 5"; third, the color code indicating the efficiency level according to the emotional arrangement represented by the color, of which the red represents prohibition, orange and yellow represent warning, and green represents environmental protection and energy saving.
