1. Background

State Administration for Market Regulation issued the Announcement on Adjusting and Improving the Compulsory Product Certification Catalog and Implementation Requirements (No. 44, 2019) in October 2019. In the announcement, the certification method of some products in the compulsory product certification catalog was changed from CCC to self-declaration evaluation. According to the regulations, the above-mentioned products applicable to self-declaration evaluation will no longer be issued with the CCC certificates since January 1, 2020; before October 31,2020, the enterprises that still hold CCC certificates shall complete the transition according to the implementation requirements of above-mentioned self-declaration evaluation and conduct the cancellation procedures of corresponding CCC certificate in time.

CNCA issued the Announcement on Further Improving Compulsory Product Certification Self-Declaration Evaluation and Clarifying Implementation Requirements (No. 26, 2019) in December 2019, adding CCC self-declaration evaluation method based on the voluntary product certification results. CVC Certification & Testing Co., Ltd.(hereinafter referred to as CVC) completed the preparations such as the submission of the CVC product certification information in the CCC self-declaration evaluation in time.

This special section is set up to help the manufacturers of complete machine and parts fully understand the announcement requirements, reasonably respond to regulatory risks, and smoothly carry out CCC self-declaration submission during the policy transition period.

Note: The 7 products marked with an asterisk (*) are subject to self-declaration procedure A (self-selected laboratory type test + self-declaration), while the 11 products marked with an asterisk (**) are subject to self-declaration procedure B (designated laboratory type test + self-declaration).

1.Customers shall log in to CVC certification system, http://ccc.cvc.org.cn, and operate as shown below and submit the application.

——Under this module, customers shall choose 3 ways:

a. "This application is a completely new application (voluntary certification + self-declaration), and the customer has not obtained CCC certificate before”

b. "With the CCC certificate obtained by this institution to convert the voluntary certification + self-declaration”

c. "With the CCC certificate obtained by other institutions to convert the voluntary certification + self-declaration" (fill in the original certificate number, provide the original certificate, test report, and scan of the latest factory audit report)

2. After completing the certification, CVC Certification Department issues the CVC product certificate and submits the certificate information to the self-declaration platform of CNCA.

——For a new application, samples shall be sent for testing; if the factory inspection of similar products has not been carried out before, a factory inspection shall be arranged. Certificates will be issued upon completion.

——For those who hold a CCC certificate and apply for conversion, the certificate shall be renewed directly. The number of new certificate is the number of original CCC certificate plus CVC, and the renewal only takes 1-2 working days.

3. After the issuance of certificate by CVC, customers shall log in to the CNCA self-declaration system (http://sdoc.cnca.cn), register an account (upload a copy of the front and back of legal person’s ID card), and operate as shown in the figure below.

At this point, CCC self-declaration submission process has been completed.

1. CCC label shall be still attached on the product (self-declaration number and QR code are not required). You can buy the CCC label of the standard specification directly from CVC.

2. Enterprises shall keep the self-declaration signature page + CVC product certificate to deal with government supervision.

3. Parts enterprises shall provide the self-declaration number (and CVC product certificate + self-declaration signature page) to the manufacturer of complete machine. If the original CCC numbers of parts have been adopted in the report of manufacturer of complete machine, it is not necessary to change the report of complete machine due to the conversion of parts in accordance with the requirements of CNCA document.

4. CVC shall supervise the factory inspection every year according to the period same as that of previous CCC. Annual supervision and sampling test shall be carried out when necessary.

5. The validity of CCC self-declaration number and CVC product certificate number may be checked on the National Certification and Accreditation Information Public Service Platform (http://cx.cnca.cn) of CNCA, and the self-declaration number will be linked to CVC product certificate number (as shown in the figure below).
