  For the purposes of safeguarding impartiality and integrity, eliminating improper interference, complying with statutory provisions, conducting testing operations independently and impartially, fulfilling social responsibilities, and abiding strictly by the principle of good faith, this Institution hereby solemnly issues the following commitments:

  3.1 This Institution voluntarily complies with all applicable laws and administrative regulations and other standardized operational requirements to ensure its independent and impartial legal standing. Taking the tenets of impartial testing, scientific testing, integrity testing as its fundamental guidance, CVC shall establish and effectively operate its management system. It shall properly coordinate institutional development, employee career advancement and the legitimate interests of all stakeholders, and strive to cultivate a sound, harmonious and well-regulated testing and inspection market ecosystem.; CVC shall refrain from engaging in any production, sales, marketing, research and development, consulting or other services associated with products subject to testing.

  3.2 CVC shall remain free from all administrative interference, commercial, financial or other influences from any internal or external parties. It shall decline any financial support that may impair the impartiality of testing, abstain from participating in any activities liable to compromise the independence and integrity of testing, and ensure that the technical judgment of the laboratory and its staff shall not be undermined by any interfering factors. CVC firmly opposes unfair competition, commercial bribery and fraudulent conduct of any description.

  3.3 Pursuant to relevant technical specifications, standards and prescribed formal procedures, CVC shall expeditiously generate and issue test data, results and reports, and guarantee that all such data, results and reports are accurate, objective, authentic and complete. Under no circumstances shall CVC release any false or biased test data, results or reports.

  3.4 CVC shall observe social morality, business ethics, industrial self-discipline norms and professional code of conduct. All testing activities shall be performed in a fair, equitable, scientific and objective manner. CVC shall earn public trust through scientific methodologies, rigorous working disciplines, standardized operational procedures, professional technical competence, premium service quality and credible test outputs.

  3.5 CVC shall actively deliver on its social responsibilities and maintain a formal mechanism for compiling and publicly disclosing social responsibility reports. Such reports shall cover the performance of integrity obligations, economic and service obligations, social obligations and environmental protection obligations, encompassing compliance with laws and regulations, service quality enhancement, energy conservation and emission reduction, workplace safety, environmental governance, quality administration, protection of employees’ legitimate rights and interests, and participation in public welfare initiatives. Meanwhile, this Institution shall voluntarily subject itself to supervision by government authorities, consumers and the general public so as to preserve the orderly operation of the testing industry.

  3.6 CVC shall enforce a stringent confidentiality management regime. It bears statutory confidentiality obligations in respect of state secrets, commercial secrets and technical secrets acquired in the course of testing activities, as well as all materials, test samples and test data provided by clients. All confidential information aforesaid shall not be utilized for internal or third-party research and development, nor for any other unauthorized purposes.

  3.7 The impartiality and integrity of CVC shall be subject to standardized supervision and governance in accordance with Document CVC-GP-0031 Management Rules for Professional Ethics Development.

  3.8 CVC accepts supervisions and complaints submitted by all clients. We undertake that every complaint shall be duly processed in a timely and thorough manner, with formal satisfactory feedback furnished to the complainant.

  3.9 All relevant departments and personnel of CVC shall rigorously abide by all commitments set forth above, and shall bear full legal liabilities for all consequences arising from any breach hereof.

  Only test reports affixed with accreditation marks and stamped with CVC's "Testing Official Seal" on the cover shall possess evidentiary validity for issuing test data and results to the public. Such reports shall be deemed officially issued by CVC, for which CVC shall assume full legal accountability.
